Straight answers
▸Who has to file UCR?
Carriers, brokers, freight forwarders, and leasing companies operating in interstate commerce. It's annual — registration opens October 1 and is due December 31 for the following year. Brokers and forwarders without trucks pay the lowest bracket.
▸What counts as a vehicle for my bracket?
Power units — trucks and tractors. Trailers don't count. Your bracket is based on the vehicle count from your last MCS-150 (you can deduct intrastate-only vehicles in some cases).
▸What happens if I skip UCR?
States enforce it at the roadside and by mail — fines run from hundreds to over a thousand dollars per state, and some states will hold your truck until you register.
▸Is ucr.gov the real site?
Yes — ucr.gov is the official national registration portal, and filing there yourself is free beyond the bracket fee. Several lookalike sites rank near it and quietly add service charges. If you pay more than your bracket fee, you're paying someone's service fee — make sure you chose to.
